Configured through the General tab of the Security and Privacy pane of System Preferences, this tells your hether it can run only apps from the App Store, apps from the App Store plus trusted developers (those who have been given Apple's blessing) or from anywhere. That middle option is usually the best one - malicious apps should be prevented from running. If you have an 'unsigned app' (one not from one of Apple's trusted developers) that you're sure is safe, you don't have to switch to the least secure option in System Preferences.
